Theo Moore is a low-level drug dealer looking to earn some quick cash. He finds himself dealing with the most feared crime boss in the city, Ricky Langton, who wants more than both him and his semi-partner/best friend Lenny Baker can produce. Amy Sullivan is prostitute working for Harvey Rogers, a millionaire with ties to Ricky's drug business. He uses and abuses the girls at his mansion. When she's had enough, Amy goes on the run. Eddie Jones is an ex-cop with nothing else left to lose in life. He lives in a low-rent apartment with his green card wife, drowning himself in cigarettes and booze to pass the time. When the trio crosses paths, they agree to team up to sell their cocaine to Ricky. They supply him with 30 pounds of it and he promises a payment of $3,000,000. Yet they deliver the supply and get nothing in return, forcing them to lead a violent retaliation to recover the cash and save their lives.
